On November 13, Wichita Falls Police officers stopped a vehicle in the 300 block of East Jefferson.  Police identified the driver of the Chevy Tahoe as 30 year old William Burns.  The officers knew from prior contact with Burns that he did not have a valid license.  Officers found that Burns did not have proof of insurance.

A Wichita Falls City ordinance allows for officers to impound a vehicle if the driver does not have a valid license or insurance.  As officers were processing the vehicle for impound, they discovered both methamphetamine and marijuana in the vehicle, as well as scales and empty baggies.

Burns was arrested and charged with manufacture/delivery of a controlled substance in penalty group one and possession of marijuana under two ounces.  As of Tuesday, Burns was not listed as an inmate in the Wichita County Jail.
