There's absolutely no context to this video, as is tradition, so there's no way to know what's actually going on here, but we did some digging around and no, the narrator is wrong, that is NOT the constable who is naked.  We're assuming he's on the other side of his vehicle trying to find out what's going on with the clothes-less individual.  

But Those Gas Prices, Though

Most of the comments on the video are about the gas prices.  Folks from California can't get over the fact that gas is $2.94 a gallon in Houston right now, some even saying they want to move to Texas. Don't.  Were all full here.  Actually, y'all can move to Houston all you want.  Nowhere else, though, we're good.
